They analyse the concepts currently being discussed and assess their alignment with EU law. The authors conclude that the primary treaty amendment to Article 17 para. 7 TEU proposed by the Parliament, which would grant the Parliament the right to nominate the Commission President, is not in accordance with the balance of power between the European Council and the Parliament. Consequently, it is not a preferred solution. The authors suggest that an inter-institutional agreement should be reached between the European Council and the Parliament to the effect that negotiations between the two EU bodies on the person of the Commission President are mandatory. Die Autoren gelangen zu der Einsicht, dass die vom Parlament vorgeschlagene prim\u00e4rvertragliche Erg\u00e4nzung des Art. 17 Abs. 7 EUV dahingehend, ein Vorschlagsrecht zur Person des Kommissionspr\u00e4sidenten beim Parlament zu verankern, angesichts der politischen Mehrheitsverh\u00e4ltnisse rechtspolitisch unwahrscheinlich erscheint und im \u00dcbrigen dem Machtverh\u00e4ltnis zwischen Europ\u00e4ischem Rat und Parlament nicht entspricht.
