What is already technically possible today \u2013 and what may soon become reality \u2013 is often not clear to the general public. AI-based systems are evolving continuously, fueled by vast data resources and an increasing ability to learn on their own.<\/p>\n\n\n\n<p>In this context, regulating AI seems not only important but absolutely essential. How can we ensure that AI systems respect ethical principles and comply with societal norms? Different regulatory approaches bring challenges that impact both European integration and the balance between technological innovation and individual rights.<\/p>\n\n\n\n<p>In the course of our symposium, we will address various issues related to the possibilities and limitations of the use of AI-based systems in the EU. For example, what are the concerns about the use of AI in policing? How can the increasing use of AI affect press and media freedom in the EU? Could the EU become a global role model though the AI Act, similar to its leadership in data protection law, establishing a new \u2018Brussels effect\u2019? Will individuals have the right to opt out of AI\u2019s pervasive reach? And how can we ensure the safe use of personal data in AI-driven systems?<\/p>\n\n\n\n<p>These and other questions will be addressed during the symposium. The aim is to illustrate that regulatory approaches need to be adapted to a highly complex and dynamically evolving technological environment. Only through such adaptation can we ensure the sustainable use of AI-based systems in societies that are committed to certain values of coexistence.<\/p>\n\n\n\n<p>We beginn with a paper by Carolin Vormann. In the <strong><a href=\"https:\/\/jean-monnet-saar.eu\/wp-content\/uploads\/2025\/03\/Saar-Blueprint_Carolin-Vormann.pdf\">Saar Blueprint<\/a><\/strong>, the author examines whether press and media freedom are threatened by AI. She begins by structuring and conceptualising the dangers that AI could pose to press and media freedom. It is noteworthy how she distinguishes between the areas of impact of AI and how these impacts pose a potential threat to media and press freedom. The author goes on to describe the legal provisions in place in the EU that could provide a framework for addressing AI-related challenges. Was heute schon technisch m\u00f6glich ist und vielleicht schon bald Realit\u00e4t sein wird, entzieht sich nicht selten dem Wissen der breiten \u00d6ffentlichkeit. KI-basierte Systeme entwickeln sich stetig weiter, unterst\u00fctzt durch riesige Datenmengen und eine zunehmende F\u00e4higkeit zum eigenst\u00e4ndigen Lernen.<\/p>\n\n\n\n<p>Vor diesem Hintergrund erscheint die Regulierung von KI nicht nur wichtig, sondern zwingend notwendig. Wie kann sichergestellt werden, dass KI-Systeme ethische Grunds\u00e4tze respektieren und gesellschaftlichen Normen entsprechen? Unterschiedliche Regulierungsans\u00e4tze bringen Herausforderungen mit sich, die sowohl die europ\u00e4ische Integration als auch das Spannungsfeld zwischen technologischer Innovation und individuellen Rechten betreffen.<\/p>\n\n\n\n<p>Im Verlauf unseres Symposiums werden wir uns mit verschiedenen Fragestellungen auseinandersetzen, die die Chancen und Grenzen des Einsatzes KI-basierter Systeme in der EU ber\u00fchren. Welche Bedenken bestehen beispielsweise gegen\u00fcber dem Einsatz von KI in der Polizeiarbeit? Wie wirkt sich der zunehmende Einsatz von KI auf die Presse- und Medienfreiheit in der EU aus? Und kann die EU mit dem AI-Act, \u00e4hnlich wie mit dem Datenschutzrecht, zu einem globalen Vorbild werden und einen neuen \u201eBr\u00fcssel-Effekt\u201c erzeugen? Hat der Einzelne das Recht, sich vom allgegenw\u00e4rtigen Einsatz von KI abzukoppeln?&nbsp; Und wie kann die sichere Nutzung personenbezogener Daten durch KI-basierte Systeme gew\u00e4hrleistet werden?<\/p>\n\n\n\n<p>Diesen und weiteren Fragen werden wir im Laufe des Symposiums begegnen. Es soll gezeigt werden, dass regulatorische Ans\u00e4tze an ein hochkomplexes und sich dynamisch entwickelndes technologisches Umfeld angepasst werden m\u00fcssen. Nur so kann es gelingen, auch in Gesellschaften, die sich durch bestimmte Wertvorstellungen des Zusammenlebens auszeichnen, KI-basierte Systeme zukunftssicher einzusetzen.<\/p>\n\n\n\n<p>Wir beginnen mit einem Beitrag von Carolin Vormann. Die Autorin untersucht in dem <strong><a href=\"https:\/\/jean-monnet-saar.eu\/wp-content\/uploads\/2025\/03\/Saar-Blueprint_Carolin-Vormann.pdf\">Saar Blueprint<\/a><\/strong>, ob die Medien- und Pressefreiheit durch KI bedroht ist. Zun\u00e4chst konzeptualisiert sie die Gefahren f\u00fcr die Presse- und Medienfreiheit, indem sie darstellt, in welchen Bereichen KI auf die Kommunikationsfreiheiten einwirken kann und inwiefern dadurch eine Bedrohungslage entsteht. Daraufhin legt die Autorin dar, welche europa- und v\u00f6lkerrechtlichen Rechtsvorschriften in Europa existieren, um Rahmenbedingungen f\u00fcr den Umgang mit KI zu schaffen.
